Agreement for the Establishment of the Near East Plant Protection Organization

Objectives:
To establish the Near East Plant Protection Organization with the objective of promoting international cooperation in the Near East Region in strengthening plant protection activities and capabilities.

Summary of Provisions:

A Near East Plant Protection Organization established at Rabat, Morocco, with a Governing Council as its Supreme Body and an Executive Committee.
The Organization:

  1. To control pests and advise and assist governments on carrying out measures to prevent the introduction and spread of pests of plants and plant products.
  2. To promote the implementation of the FAO Code of Conduct on the Distribution and Use of Pesticides.
  3. To coordinate and stimulate campaigns against pests of plants and plant products.
  4. To gather and disseminate information on the existence, outbreak or spread of pests of plants and plant products.
  5. To provide for exchange of information on national phytosanitary legislation or other measures affecting the free movement of plants and plant products.
  6. To promote the harmonization of quarantine measures particularly phytosanitary principles, procedures and pest risks assessment in order that phytosanitary conditions are not used as unjustifiable trading restrictions.
