Protocol for the Prevention of Pollution of the Mediterranean Sea by Dumping from Ships and Aircraft

Objectives:
To control and in certain circumstances prohibit the dumping into the Mediterranean Sea area of wastes or other matter.

Summary of Provisions:

  • To take appropriate measures to prevent and abate pollution of the Mediterranean Sea area caused by dumping from ships and aircraft.
  • The dumping of wastes or other matter listed in annex I is prohibited (art. 2), except as mentioned in art.9, those listed in annex II requires a prior special permit (art.3) and all other wastes and matter requires a prior general permit from competent national authorities (art. 4). All such permits are given in accordance with the criteria listed in annex III (art. 7).
  • To apply measures required to implement this Protocol to all ships and aircraft registered in its territory or flying its flag, loading matter to be dumped or believed to be engaged in dumping (art. 11)
  • The Protocol will not apply to ships and aircraft used only on Government non-commercial service.
  • If incidents or a condition, which give rise to, suspicions that dumping in contravention of this Protocol is occurring, reports shall be made to its authorities.
